    2. this book gives a very powerful historical framing of hurricane katrina as part of a legacy of institutional racism that goes back to slavery, and includes the civil rights and black liberation movements. the author calls to have a third reconstruction (the first was post slavery, and the second was in the 60s and 70s), one that really looks at structural racism and inequality and addresses them, not only in the gulf region, but in the country and the world.
